The area of Electronic Government has up to now been tackling important problems for administrations and societies such as service provision, automation in the public sector, interoperability and common standards, information systems, security and authentication and legal issues. The major scope is to increase public value (efficiency, transparency, accountability, trust, engagement and collaboration) and to serve citizens towards their well-being. Government 1.0 was more focused on the efficiency part, while Government 2.0 on the collaboration and citizens’ engagement following the web 2.0 paradigm and social media. New advancements in the information systems domains such as artificial intelligence, big, open and linked data, data mining and sentiment analysis and even blockchain have been are only a few examples of the new research in the e-government domain.

The Gov 3.0 project “Scientific Foundations Training and Entrepreneurship Activities in the Domain of ICT-enabled Governance” goes beyond the existing state-of-the-art in analysing developments from the public and private sector towards establishing the new, important scientific domain of Government 3.0. The new domain of Government 3.0 is starting to shape having its first references by Song, I. (2014); Nam, T. (2015) and Jun, C. N., & Chung, C. J. (2016).

The main focus of this workshop is to analyse the main challenges for Government 3.0 answering the following questions:

• State of the art: What is Government 3.0 and what are the differences with Government 2.0?
• What are the new domains of Government 3.0? are they originated from the web 3.0?
• What are the current training needs and which of them are covered by existing curricula?
• Research Roadmap Development: what are the research priorities of the domain?
