The Massive Open Online Course (MOOC) incorporates open lessons both on pre- and post- graduate level that offer to participants the opportunity to study high quality courses online. Furthermore, there is concern on education for company staff and entrepreneurship so that enterprises will train their employees in such a way that they can transform knowledge into practical applications. Consequently, the particular way of transmission of knowledge will lead to training provision of participants, by creation of high level of expertise on the area of Electronic Government and appliance of their principles in everyday life of citizens. The MOOC was created by the Gov3.0 ERASMUS+ Knowledge Alliance project.

The changes in the way public services are provided indicate distinct stages of the digital government evolution. The MOOC will cover these stages from the basics of information systems (IS), through Government 1.0 (digital transformation foundations) and Government 2.0 (collaborative government) to Government 3.0 (disruptive technologies in data-driven

policy – making and public service).

The MOOC includes 25+ modules that are divided into five module groups:

  1. Gov 1.0: Foundations of Digital Government
  2. Gov 2.0: Digital Governance and Engagement
  3. Gov 3.0: Towards data-driven and evidence-based decision and policy making
  4. Ethics and soft skills
  5. Entrepreneurship

Indicative modules of the MOOC:

  • E-Democracy & E-participation
  • Augmented Reality & Virtual Reality
  • Machine Learning and Data Mining
  • Ethics in Government
  • Big Data Analytics & Datafication
  • Customer and Market

You could start and finish the course at any time you like. Indicative duration: 30 days, not full time

After the successful completion of the five module groups, you will get a certificate on “Basics of Digital Government Transformation” issued by the Erasmus+ Government 3.0 Consortium. It is equivalent to 2 European Credit Transfer and Accumulation System (ECTS) credits and 5 Online Continuing Education Units (CEUs).

There is, also, a free mode of MOOC: You are free to enroll in any module you want. (There is no need to complete all the modules but this is not followed by certificate).
